On behalf of the Cameron Independent School District, I am writing this letter of recommendation for Mr. Douglas A. Koebernick. As president of the school board during his tenure at Cameron I.S.D, I have first hand knowledge of Mr. Koebernick's administrative skills. Since his arrival here Mr. Koebernick has maintained an "open-door" policy which includes board members, all district personnel, community members and students. He is willing to listen and accept differing points of view. In the area of student performance, both the high school and the junior high school have received a T.E.A. rating of "Recognized". This has been attained with a student population of over 60% low socio-economic and at-risk students. Additionally, significant gains have been made in the TPRI test for grades Kindergarten through two, and the number of children identified in the Duke talent search has doubled. Mr. Koebernick has pursued funds which have assisted the district in upgrading our eight computer labs and implementing a CISCO certification class. Every teacher and administrator has been provided a computer and is being trained in its use. The district technology program has been restructured and Mr. Koebernick has overseen the development of the Strategic Technology plan. Internet capabilities have been provided to all our schools and a vertical alignment of all technology programs has been initiated. Instructional advancements include the installation of Star Diagnostic software for reading and mathematics in grades three through eight. Other advances centered around the revision and upgrading of the Advanced Placement Program which incorporated articulation agreements with Temple College. In an additional cooperative arrangement, the district joined the Texas Rural Systemic initiative in math and science. This resulted in free staff development opportunities for teachers and administrators, as well as providing curriculum and materials for teaching mathematics and science. To enhance communication and planning, one day per year was set aside for the District Advisory Committee to complete the District Improvement Plan. Parents were encouraged to visit the campuses when Volunteers in Public Schools (VIPS) and Starfish Mentor programs were continued. This was extended by the establishment of a Parent Conference Day which included transportation for parents who found it difficult to attend. At the kindergarten level a very successful Grandparents Day was reinforced. During Mr. Koebernick's tenure, he oversaw the final construction phase of the new elementary school and high school gymnasium. A pavilion has been built at the elementary school, two barns have been built on the school district farm and air conditioning has been installed in the high school field house. These accomplishments are a direct result of the diligent efforts of a team of educators under the direction of Mr. Koebernick. Please give consideration to this letter of recommendation.
